The private sector has a pivotal role to play in the future of European social policy — not merely as a service provider, but as a genuine strategic partner in building more inclusive and resilient societies. This conviction is driving Edenred's participation in the European Social Services Conference (ESSC) 2026, taking place in Valletta, Malta, from 17 to 20 May.
As European institutions undertake a critical review of budgetary priorities, it is urgent to protect and expand social investment.
Safeguarding social investment must remain a central objective. Achieving it requires a shift in mindset: viewing the private sector not merely as a contractor, but as a strategic partner in policy implementation.
Public-Private Partnerships: Catalyst for Comprehensive Projects
Public-private partnerships (PPPs) are key in service delivery. The private sector brings operational expertise, technological capabilities, and scalable infrastructure that can complement public efforts, particularly in reaching vulnerable populations. When strategically aligned, these partnerships can reduce administrative burdens, enhance programme reach, and foster more comprehensive service delivery across Europe.
A concrete illustration of this potential can be found in the evolution of the European Fund for the Most Deprived (FEAD). Through the integration of social voucher systems — developed and managed in collaboration with private actors — FEAD has evolved from traditional aid distribution to a model that promotes dignity, autonomy, and local economic engagement. This shift demonstrates how public authorities can harness business innovation to modernise welfare systems and strengthen social cohesion.
What to Expect at ESSC 2026
Edenred is proud to co-present a dedicated panel discussion at the conference under the theme "Unlocking Social Innovation and Anti-Poverty Actions Through Public-Private Partnerships." The session will be an opportunity to explore the new EU anti-poverty strategy and to showcase relevant tools implemented locally to ensure the efficient implementation of policies supporting deprived populations.
By encouraging cross-sector dialogue and promoting successful models like FEAD's social voucher programmes, the EU can build a more resilient, inclusive, and future-ready social policy landscape.
An Invitation to Act
Now is the time to invest in partnerships that reflect the realities of European citizens and deliver solutions that last. Edenred looks forward to engaging with policymakers, social services leaders, and civil society partners at ESSC 2026 to advance this shared agenda. We invite all conference delegates to join us to our thematic panel discussion and continue the conversation about how public and private actors can work hand in hand to create lasting social change.
