AI that strengthens social services – more time for people, less administration 

Across Europe, social services and healthcare systems face the same dilemma: growing needs, limited resources, and increasing administrative pressure. For many professionals, documentation consumes a significant part of the working day. The key question is no longer whether to digitalise, but how to use AI responsibly to give time back to care. AI should not replace professionals – it should empower them. 

We are participating in this year’s European Social Services Conference (ESSC) because we believe that the challenges social services will face in the future cannot be solved in isolation. Collaboration across municipal, regional, and national borders is essential. By sharing experiences and learning from one another, we can strengthen both efficiency and quality in social services throughout Europe. 

From digitalisation to intelligent support  
 
Over the past decade, digital infrastructure has transformed welfare services in many countries. Citizens can apply for benefits online, book appointments, and follow their cases digitally. Professionals have secure access to updated information, reducing duplication and paperwork. However, digitalisation alone is no longer enough. The next step is intelligent systems that actively support daily work.

AI-driven tools can assist with classification, convert speech into structured documentation adapted to social services terminology, produce a good summary, support decision-making, and reduce administrative bottlenecks. The result is more accurate documentation, faster workflows, and more consistent service delivery. 

Freeing time for human interaction
 
Within social services, trust and human connection are fundamental. Yet administrative demands often limit time spent with users, older people, families, and vulnerable groups. AI-supported documentation demonstrates how technology can simplify everyday tasks and release time for meaningful interaction. At the same time, implementation must be responsible and carefully governed. Transparency, data protection, human oversight, and continuous evaluation are essential. Technology should strengthen professional judgement – not override it. 

Why we engage at ESSC  
 
We participate in ESSC because dialogue between European countries is the future. The challenges in social services cross borders: demographic changes, staff shortages, and financial constraints.

In our innovation zone session, we will focus on municipal operational systems, which are often extensive, complex, and deeply integrated into daily work. We will demonstrate how AI solutions can be embedded within these systems to reduce administrative burden, free up staff time, and improve quality. Based on our experience, we will share the AI features we have implemented and provide practical insights on processes to work, implementation, and day-to-day management to ensure real value in social services.

Our message is clear: digital transformation must always serve people first. AI in social services is not about automation for its own sake. It is about giving professionals more time where they make the greatest difference – with people.
